The waterfront cafes along East Circular Quay (the stretch between the Customs House and the Opera House) open early and have outdoor seating directly facing the harbour. Toddlers who are slow morning starters respond well to a view, the ferries loading and unloading at the wharves opposite, the water birds, and the occasional water taxi provide enough activity to keep small eyes moving while breakfast is consumed. The Opera Bar and adjacent cafes have flat promenade access throughout; most have high chairs available. Nothing exceptional about the food at these waterfront options, but the setting is worth the slight premium over a CBD café.

The flat waterfront promenade from Circular Quay to Darling Harbour covers 2.5 kilometres along the CBD waterfront with no stairs on the main route and continuous views of the harbour. Walk south from Circular Quay past the Museum of Contemporary Art, through Barangaroo Reserve, and continue to King Street Wharf and Darling Harbour. The distance is manageable for a toddler in a stroller without any stress; older toddlers who want to walk sections can do so safely on the wide promenade paths. The route passes the International Towers water feature at Barangaroo (a long reflecting pool at ground level that toddlers immediately try to enter, worth allowing briefly).

SEA LIFE Sydney Aquarium is one of the most toddler-suitable major attractions in the city: climate-controlled throughout, stroller-accessible on every level, and built around enormous tanks at eye level for small children. The dugong tank (gentle, very large, slow-moving) is a reliable toddler crowd-pleaser; the Ray Lagoon has a shallow pool where toddlers can watch rays from six inches away; the shark tunnel has grey nurse sharks swimming directly overhead on a moving walkway. Allow ninety minutes, the pace can be slow because toddlers stop and stare at each tank for longer than adults expect.

The Cockle Bay Wharf and King Street Wharf restaurant strip in Darling Harbour has the most concentrated family dining in central Sydney. Arrive by 12:30 before the lunch rush. Most restaurants here have outdoor tables on the water and high chairs. The Harbourside Shopping Centre food court (one level up from the waterfront, AUD 12–18 per person) is the quickest and cheapest option for a toddler who is already operating on limited patience. Nick's Bar & Grill on the promenade is the most reliable sit-down option: predictable menu, large tables, harbour views.
